A Mystery!

Is there anyone who can help solve a mystery? There is a boat trailer parked at the marina. It does not have a tag but does have a Minnesota registration for 2006. We would like to contact the owner. The Sheriff's Department is not allowed to tell me the name. Do any of you faithful blog readers have an idea who might own the trailer?
